Procedures for Minor Modification without Construction

  • A Title V application must be submitted to EPD. The Title V application must consist of at least the following completed sections:
    • A - Facility Information
    • B - Facility Emissions
    • C - Rule Applicability (for ENTIRE facility)
    • Any other sections that pertain to changes being made.
    • Notarized certification page signed by the "responsible official." 
       
  • The source may make the proposed changes upon receipt of a letter from the Division acknowledging receipt of the application. If EPD denies the proposed permit amendment, the existing permit conditions may be enforced by the Division. 
     
  • EPA has a 45-day review period; there is no public comment period. 
     
  • The application must include a description of the change, the emissions resulting from the change, and any new applicable requirements. 
     
  • The applicant may submit a "suggested permit."
