Notice Regarding Plant Bowen Public Hearing Postponement
A Public Hearing for the draft NPDES permit reissuance for Georgia Power Company – Plant Bowen (NPDES Permit No. GA0001449) was scheduled for the evening of November 19, 2020. In accordance with EPD’s safety precautions regarding the COVID-19 virus, the public hearing was scheduled to take place via the Zoom web conferencing platform.
EPD generated a Zoom meeting ID as well as a hyperlink to the meeting which was posted on EPD’s September 30, 2020 public notice (Public Notice No. 2020-18ML). Likewise, Georgia Power Company posted this information at the Bartow County courthouse on October 9, 2020 and in the Daily Tribune News on October 16, 2020.
Due to unforeseen technical issues, EPD was unable to host the meeting using the published meeting ID and participants attempting to join the meeting received an error message that the ID was invalid. We are deeply sorry for the inconvenience this caused any members of the public who wished to join the hearing.
EPD had initially planned to reschedule the public hearing for this draft permit, however, due to the additional 30-day public notice period that would have been required for the rescheduled hearing, EPD would not have been complete the reissuance process prior to the effective date of the federal Steam Electric Reconsideration Rule, which became effective December 14, 2020. EPD is now working on a new draft permit that will include the requirements of the new federal regulations.
EPD values the input received during the public comment period and we will schedule a public hearing for the draft NPDES permit when it has been completed.
