    This guide gives a quick explanation of how to request roles in NetDMR.To make an access request in NetDMR, you’ll first need to have a User Account.  Please see the NetDMR Account Creation guide or video if you’d like a walk-through.It’s also recommended that you take a few minutes to read the Understanding NetDMR Roles document located on the NetDMR technical assistance site.So let’s request a Role.  Login to NetDMR by first choosing your Regulatory Authority, then entering your User name and Password.  If you are not familiar with the URL for the NetDMR test site, it is: https://netdmrtest.epacdx.net (https://netdmrtest.epacdx.net)Once you’re logged in, click the Request Access link located at the top of the page.To access a DMR you need to have a Role, and in order to get one, you have to specify the Permit ID of the facility you’re working with.  Enter the Permit ID, and then make sure to click the ‘Update’ button.  Roles available for the Permit ID you provided will only be visible if you click Update.After clicking Update, choose the Role you need from the dropdown menu, then click Add Request.  You’re free to make more than one request – if you do, they’ll all be listed in the Access Requests box at the bottom of the page.Click Submit and then Confirm, and you’ll see this message letting you know that your request has been submitted for approval.You will receive an email notifying you when your role request has been approved or denied.  Once a role has been approved, you will have access to the features allowed for that role the next time you login to NetDMR.To see how the Role Request process works, feel free to view the Requesting NetDMR Roles video (/videos/netdmr-request-access).

    In the NetDMR system, DMRs are tied to a valid Permit-ID. A valid Permit-ID is your National Pollutant Discharge Elimination System (NPDES) permit number. It is the permit number as shown on your NPDES permit. It begins with GA and may be followed by an additional letter or a series of numbers like one of the following formats, GA###### or GA#######. In order to work with a DMR, you must first request and then be granted a valid Role for the particular Permit-ID.  Based upon this Role, you’ll be given access to the DMRs associated with that Permit-ID.It’s important to understand what privileges are associated with these Roles, and to note that they are different than the User Type you selected during the account creation process.  User types define what kind of Account you have, but Roles define what your account is allowed to do within NetDMR.Your NetDMR User Account may be issued multiple Roles corresponding to multiple Permit-IDs. Let’s consider the four Role types . . . .

    The Signatory role is an important role within the NetDMR system. This document provides additional information on the Signatory role.If you need to serve as Signatory for your Facility, please follow the same steps outlined in the Requesting NetDMR Roles Quick Guide (/documents/quick-guide-requesting-netdmr-roles) or Requesting NetDMR Roles Quick Guide Video (/videos/netdmr-request-access). In this case, you’ll choose Signatory from the dropdown list of available roles. If you are the first user to request a role for a given Permit ID, the Signatory role will be the only role available for you to choose. Also, if you are the first user to request a role for a given Permit ID, the Permit Administrator role will automatically be assigned to you in addition to the Signatory role that must be requested.Because of the liability involved, if you’re requesting Signatory status, you’ll have to give EPD more information on why you need this level of authorization. Once submitting the request for Signatory role, you will be taken to an additional form where you will provide additional information. The form looks like this:Click Submit when you finish filling out the needed information. You will see a screen confirming your request. The screen will look like the image below:Please note that there is a button on the confirmation screen that reads “Print Subscriber Agreement”. Because the Signatory has legal responsibility for the accuracy and validity of the discharge data, you must print this Subscriber Agreement, read through all 7 pages, sign it, and physically mail the agreement to EPD.Georgia EPD will not accept scans, faxes, PDFs – you have to send the original, signed form to EPD through the mail. Fortunately, this is the only paper form you’ll have to send when working with NetDMR.You’ll need to wait for EPD’s approval before you can begin working with DMRs as the Signatory. Once approved, EPD will send you a confirmation email.
