Synthetic Minor Permits

A Synthetic Minor permit imposes practically enforceable limits to restrict a facility’s potential emissions to below major source thresholds. This option makes it possible for those facilities that can comply with the Synthetic Minor permit’s practically enforceable limits to operate without the need for a Title V permit.

For new or existing facilities (any non-Title V permitted facility), requests for synthetic minor limits should be made using the SIP permit application.  Complete Item 19 on page 5 of SIP Form 1.00 General Information to list the requested permit limits including synthetic minor (SM) limits.  Attachments, emission calculations, and suggested monitoring may be required.
