Procedures for Minor Modification with Construction
- Permit Amendment applications must be submitted to EPD via GEOS. The application must consist of at least the following completed sections:
- A - General Information
- B - Contact Information
- C -J Any other sections that pertain to changes being made.
- Construction and operation may begin upon the facility's receipt of the SIP Construction/proposed operating permit.
- EPA has a 45-day review period, but there is no public comment period. At the end of EPA's review period, a letter will be sent to the facility advising that the permit is final or a new permit will be issued.
- The application must include a description of the change, the emissions resulting from the change, and any new applicable requirements.
- The applicant may submit a "suggested permit."

Procedures for Minor Modification without Construction
- A Permit Amendment application must be submitted to EPD via GEOS. The Title V application must consist of at least the following completed sections:
- A - General Information
- B - Contact Information
- C - J Any other sections that pertain to changes being made.
- The source may make the proposed changes upon receipt of a letter from the Division acknowledging receipt of the application. If EPD denies the proposed permit amendment, the existing permit conditions may be enforced by the Division.
- EPA has a 45-day review period; there is no public comment period.
- The application must include a description of the change, the emissions resulting from the change, and any new applicable requirements.
- The applicant may submit a "suggested permit."
