Responsible Official FAQ

  • What is a Responsible Official?

    Responsible Official (RO) is a duly authorized representative who has authority to sign permit applications, compliance reports and other permit required documents. The RO is the person who will submit application(s) to EPD.

    If you are an RO for a facility you may also select preparers and consultants for your facility. You also will be required to go through an identity proofing process.

  • What is a Preparer/Consultant?

    Preparer/Consultant is a person who has been or will be associated with a facility by the Responsible Official. Preparers/Consultants can begin completing applications prior to being associated with the facility. i.e. the name of the facility does not need to be selected while completing an application; the facility can be selected at any time prior to the application being submitted by the RO.

  • There is an “Attachment” tab on My Account. Can I use this to submit the signed Subscriber Agreement or do I need to mail it in physically?

  • My facility does not appear in the drop-down list in my application. What do I do?

    If you are a Responsible Official (RO) user, then you need to associate your user account with your facility and mail in your signed Subscriber Agreement to EPD so that you will be authorized for your facility. At that point it will show up in your Application(s). If you are a Preparer user, you need to contact your RO and have them associate your account with your facility.   • I submitted Subscriber Agreement and haven’t heard back from EPD. How long does it normally take?

    EPD strives to approve requests within 48 hours after receipt of the Subscriber Agreement. If you haven’t received word back within 10 business days, then you should contact EPD IT.

  • I am an RO and I can’t find a specific preparer. How do I find them?

    First, you should confirm that the preparer has an account in GEOS. Secondly, you should ensure that you have the correct email address for the preparer you are looking for.

  • I am a Responsible Official and wish to add a new account type after I’ve already done my initial account creation, how can I add new account types?

    You may add new account types at any time by clicking on the “My Account” tab at the top of the menu bar, then select the “Associate Facilities” tab. At the top of the screen additional account types may be selected by clicking in the check box and then clicking “Save Account”. Please be aware that you will need to associate your facility with your new account type as well as go through an identity proofing process.

  • How do I check the status of my RO request?

    Click on the “My Account” tab at the top of the menu bar, then select the “Associate Facilities” tab. The status of your request is shown in the right hand column of the table.

  • As a Responsible Official (RO), can I mail in a copy of my signed Subscriber Agreement?

    No, you must mail the original signed Subscriber Agreement. Failure to mail the original signed Subscriber Agreement will result in delays in getting your RO account authorized for your facility. Please print, sign and mail the original Subscriber Agreement to EPD at the following address.
