Wastewater Discharge Permitting Technical Review Process
EPD has established a technical design review process in addition to the permitting process for new or expanding facilities. A permitted facility that plans to modify a treatment component, furthermore, may be required to submit certain documentation to EPD.
Before submitting any documents or requesting a new or modified individual NPDES or LAS permit, facilities are encouraged to review the applicable process outlines and step descriptions as follows:

Domestic Wastewater Facilities
The following provides a framework for the technical review process for a new, expanding, or upgrading domestic wastewater facility. Facilities should note that some steps may only apply to either a POTW or a PID specifically. EPD may also require additional information not listed as necessary for individual projects. New facilities must submit the " Wastewater Regulatory Program New Facility Form " to the Wastewater Regulatory Program prior to submitting a permit application.
Please be advised that each step should be completed and approved as required before a subsequent step may be approved by EPD.
Domestic wastewater facilities that wish to extend their sewer lines and/or install a pump station, but will remain under their current permitted flow limit, should submit Plans and Specifications to EPD along with the Sewer Extension Form . EPD will then make a determination if a review of the certified P&Ss is required.For some of the steps listed here, basic descriptions have been provided. Industrial Wastewater Facilities

Wasteload Allocation Request |
Facilities may request a new wasteload by submitting the "Wastewater Regulatory Program Wasteload Allocation Request" form to the Wastewater Regulatory Program through the Georgia EPD Online System (GEOS). |
Anti-degradation Analysis |
Applicants must conduct a socioeconomic demonstration and alternatives analysis to justify the necessity of lowering local water quality to accommodate important economic or social development in the area in which the water is located. Required forms can be found here. |
Environmental Information Document (EID) Clean Water State Revolving Fund (CWSRF) Projects |
An EID is only required for publically owned facilities. Please be advised that prior to the approval of an EID the permittee must hold a public meeting that has been advertised for a minimum of 30 days. The EID should be signed and stamped by a professional engineer in the State of Georgia. In lieu of a traditional EID, projects funded through the CWSRF should review the corresponding environmental review process and required submittals here. |
Design Development Report (DDR) |
DDRs should be signed and stamped by a professional engineer in the State of Georgia. |
Plans and Specifications (P&S) |
P&Ss should both be signed and stamped by a professional engineer in the State of Georgia, as well as include EPD’s required certification language found here. |
Permit Applications |
Individual Permit Applications and Forms must be submitted using the Georgia EPD Online System (GEOS). |
Watershed Assessment and Protection Plans |
All new or expanding POTWs are required to complete a Watershed Assessment and Protection Plan. For more information, guidance can be found here. |
