Georgia 305(b)/303(d) List Documents

Section 305(b) of the Clean Water Act requires States to assess and describe the quality of its waters every two years in a report called the 305(b) report.  In order to develop this report, Georgia compares water quality data collected across the State against our Water Quality Standards using the State’s Listing Assessment Methodology.  Based on the comparison of the data to the water quality standards, GA EPD places each water into one of three broad groups. Waters are assessed as 1) supporting their designated use; 2) not supporting their designated use; or 3) assessment pending.  Section 303(d) of the Clean Water Act requires States to submit a list of all of the waters that are not supporting their designated uses and that need to have a  Total Maximum Daily Loads (TMDL) written for them. The 303(d) list is also to be submitted every two years. Georgia submits a combined 305(b)/303(d) report. This combined report is called an Integrated Report and has typically been entitled the “Water Quality in Georgia” report. 

One section of the Integrated Report is the 305(b)/303(d) list of waters. This is a list of all of the waters that the State has assessed.  This list is organized by waterbody type (e.g. Rivers/Streams, Lakes/Reservoirs, etc.).  The List of Waters provides the name of each assessed waterbody  along with location information.  It also provides an assessment of whether the designated use of each assessed water is being supported or not.  If the designated use is not being supported, causes of impairment are listed along with potential sources of pollutants. 

Draft Prioritization Framework For Georgia 303(d) Waters

US EPA has developed a new Long-Term Vision for Assessment, Restoration, and Protection of waters under the Clean Water Act Section 303(d) Program.  This Vision focuses on six elements including 1) Prioritization, 2) Assessment, 3) Protection, 4) Alternatives, 5) Engagement and 6) Integration.  In accordance with this Vision, GA EPD has developed a Draft Priority Framework that describes how GA EPD will prioritize waters on the 303(d) list for development of TMDLs or TMDL alternatives.  EPD has prepared Georgia's List of Priority Waters.

Georgia's 2014 305(b)/303(d) Integrated Report - Approved May 13, 2016

The Georgia 2014 305(b)/303(d) draft list of waters was prepared in accordance with Sections 305(b) and 303(d) of the Federal Clean Water Act and guidance from the U.S. Environmental Protection Agency.  The draft 2014 305(b)/303(d) list was sent to U.S. EPA for approval on October 7, 2014.   The draft list was amended on November 13, 2015 to move the Savannah Harbor from Category 4a to Category 5R.  On May 13, 2016, U.S. EPA approved the 2014 303(d) list, including the placement of the Savannah Harbor in Category 5R.  In addition, U.S. EPA withdrew the existing 2006 dissolved oxygen TMDL for the Savannah Harbor.
