- Hazardous Waste Electronic Manifest (E-Manifest) System The E-Manifest system was launched on June 30, 2018. Receiving facilities (TSDFs) are required to submit Manifests to the e-Manifest system as well as pay a fee. Generators, Transporters, and Brokers are also encouraged to use the e-Manifest system.
